From what we know so far, Arataki Itto has been mentioned by several characters and NPCs around Genshin. You may have also seen him on the bulletin boards, which would spark conversation on where Arataki Itto has been all this time.
Arataki Itto is known for his one-sided, and quite horrific rivalry with Kujou Sara after she defeated him in battle, and took away his vision. As he was previously a vision-bearer, he has sought a rematch against his famous rival and has followed her through the islands to have this rematch.
All of this information can be collected through the bulletin boards dotted around the islands. From what we know about his team, he is known to be the leader of the Arataki clan. We don’t know who’s in this clan, but we do know that Kubi Shinobu is.

When will Genshin Release this Character?
Arataki Itto is set to be released sometime around the Patch 2.3 update for Genshin Impact. We are unaware of when this might truly be, but we can expect it very shortly. We expect this to be no later than 30th November, with most theories expecting it to be released on the 24th November 2021.
